In the month of February, 1911 Mr. Dillon and I made a

courteous and humble representation to His Excellency the Governor,

through the Hon: Director of Public Works, with regard to our status

and scale of pay as compared with officers of similar rank in this

Department, and praying that we be placed on the same footing as

those officers, but notwithstanding several verbal and one written

reminder, it was not until the 21st. February, 1914 that we received

a reply which was as followe:-

"In reply to your letter of 5th. February, 1914 I am directed

"to inform you that in view of the fact that you receive

"your salary at the privileged rate and may enjoy free

"Government Quarters, His Excellency is not prepared to

"recommend an increase in your salary now.

It will be here noted that although the above letter was

to me as a reply to my reminder of the 5th. February, 1914

it was really the first reply to our petition of three years ago.

I respectfully submit that, although my case was an urgent,

one in 1911 it is still more urgent now, for the following reasons:-

(1) Our work has almost doubled since the previous date, on

account of the development of land in the Colony and extra duties

requiring more tact, ability and responsibility have been placed

upon us.

(2) The most of living in the Colony has increased at least
